Notice of Funding Opportunity
(NOFO)
What is NOFO?
The Notice of Funding Opportunity (NOFO) is a formal announcement—released twice a year—by the U.S. Department of Housing and Urban Development (HUD) about available federal funding. During the NOFO process, local coalitions review community performance, identify system gaps, and apply to renew funding for existing projects.
HUD also offers funding for new “bonus” projects based on national priorities, and anyone in the community is welcome to submit their intent to apply for these opportunities.

2025 Timeline
● June 24, 2025: City asks agencies to complete the Intent to Renew Application to gauge interest.
● November 14, 2025: CoC Competition Begins
● November 17, 2025: Intent to Apply application form for new projects including applications for both Regular and Domestic Violence bonus projects are posted for public viewing on the CoC website and shared on Facebook page @milwaukeecoc. These must be completed and submitted to City staff by COB November 28, 2025.
● November 26, 2025: Email to Gregg Higgins and Rafael your intentions with regard to application project type (renewal PSH, Transition Grant).
● November 28, 2025: Scoring and ranking tool revised and completed to reflect new FY2025 NOFO priorities.
● December 5, 2025: Share with agencies ranking and scores and post to CoC website.
● December 15, 2025: Final completed renewal and bonus project application forms and PDF export of renewal and bonus project applications need to be in eSNAPS and are due via email to City staff Rafael Acevedo and Gregg Higgins by 5:00 PM.
● December 22, 2025: CoC board of directors holds special meeting and is debriefed on the FY 2025 NOFO - reviews and approves new project intents to apply, renewal project scoring tool, FY 2025 rankings, ranking, and reallocation policy.
● January 5, 2026: Final Project Rankings and recommended allocation amounts posted on CoC website and distributed via CoC newsletter.
● January 9, 2026: Deadline to complete corrections to all renewal and new project applications in eSNAPS
● January 14, 2026: HUD deadline for CoC Consolidated Application submission in eSnaps - due by 7:oo pm Central Standard Time.
