Demonstration Program (YHDP)

What is the YHDP?

Milwaukee is taking the next step to strengthen support for young people experiencing homelessness through the Youth Homelessness Demonstration Program (YHDP). This effort builds on years of collaboration among youth providers, the Lead Agency, and the Youth Advisory Board.

While youth have long received support, Milwaukee has lacked a dedicated funding stream for youth homelessness. Pursuing YHDP funding will help fill this gap and create more focused, effective services.

The YHDP application is an important move toward a dedicated youth homelessness response system designed to meet the unique needs of Milwaukee’s young people.

Mission

The MCHH Youth Homelessness Demonstration Program aims to prevent and reduce youth homelessness by strengthening a coordinated network of housing, income, and social supports. Centered on youth voice and choice, the program promotes consistent, equitable services and advocates with local leaders to elevate the needs of young people experiencing homelessness.

Vision

We envision a Milwaukee where every young person has access to safe, affirming spaces, immediate shelter, and flexible housing options. Youth homelessness will be rare, brief, and non-recurring. The MCHH is committed to centering youth-led, holistic approaches that guide local services and strategies.

Values

Ending youth homelessness requires a comprehensive, youth-centered approach. The Youth Advisory Board and community partners emphasize core values—Youth Choice, Youth Voice, Lived Experience, Life Skills Development, Youth-Centered Support, and a strong Continuum of Care—to guide sustainable solutions for Milwaukee’s youth.
